Bermuda’s E-Bike Grace Period Ends This Month. No Watt Line Was Printed

Minister Owen Darrell says the Motor Car Act already covers many high-powered machines. Owners have until the end of October 2026 to try to get legal. The window does not cover an underage rider, or a machine with no licence or insurance. TNN printed no watt and no fine.

The short answer

Bermuda did not pass a new e-bike law. TNN, 4 October 2026, quotes Minister Owen Darrell. He says the Motor Car Act already covers many high-powered machines. Owners have until the end of October 2026 to seek a Transport Control Department exam, then a licence and insurance. The window does not cover underage riders or an unlicensed or uninsured machine. No watt, speed, or fine was printed.

Bermuda did not pass a new e-bike law this weekend. TNN, 4 October 2026, quotes the Honourable Owen Darrell, Minister of Tourism, Transport, Culture and Sport. He says the Motor Car Act’s auxiliary-cycle and motorcycle rules already cover many of the high-powered machines on the roads, so a new bill is not required for the crackdown he described. Owners who want a machine on a public road have until the end of October 2026 to try to make it roadworthy. He also says that window does not make illegal riding legal. It does not apply to underage riders. It does not allow an unlicensed or uninsured vehicle. TNN printed no section number, no watt limit, no mile-per-hour line, and no fine.

All of this is TNN’s 4 October account of the minister. A blank is a number the story did not give. This is not a US class chart.

What TNN printed
New statuteNo. He says existing Motor Car Act provisions are enough.
DeadlineEnd of October 2026. Not a day of the month.
What the window isTime to see if the machine can be legal, then bring it into compliance.
What it is notA permission to ride now without a licence or insurance, and not a pass for an underage rider.
The steps he namedMirrors, a headlight, and a rear light. Then Transport Control Department examination. Then insurance and licensing if TCD says it is roadworthy.
Who classifies itTCD, from the specifications, including power output: auxiliary cycle, motorcycle, or another category.
A watt or a speedNot printed. He said some machines are too powerful for public roads, and compared them to motocross bikes that stay at a track.
ChildrenHe appealed to parents. He said the appropriate choice for children under 16 is a traditional pedal bicycle. That is his sentence, not a section this desk opened.
A fineNot printed. Operating a machine that must be licensed and insured, without those, is an offence. Enforcement is supposed to step up after the announcement.

The sentence TNN uses is that the grace period does not make illegal operation lawful. A rider who is underage, or who has no licence and no insurance on a machine that needs them, is outside the window on the day of the announcement. The window is for an owner who can still meet the existing category. Install the equipment he named. Present the machine to TCD. If TCD says it is an auxiliary cycle or a motorcycle and it is roadworthy, then insurance and a licence. If TCD says it is too powerful, the deadline does not create a category for it. He said a later amendment might add thresholds for maximum speed and power output. Those thresholds are not in this announcement. Do not invent 750 watts or 28 mph and call them Bermuda’s.

“If a vehicle is required to be licensed and insured, operating it without those requirements is illegal.” TNN, quoting Minister Darrell. The quote does not include a dollar figure.

This is not Texas, and it is not a class sticker

Texas Transportation Code § 664.001 is pedals, fewer than 750 watts, and 28 mph or less. That page is a statute. Bermuda’s weekend story is a minister saying the old Act already sorts machines, and that TCD does the sorting by power output without printing the number. A US Class 1 bike does not become an auxiliary cycle because a headline said e-bike. A 50 mph machine does not become legal because the owner has until the end of the month. The class chart is the US test. It is not the Motor Car Act.

No public video of the announcement was filed with this page. TNN did not print a bill number to embed. If a later amendment actually sets a watt or a speed, that is a new story. Until then the only date is the end of October 2026, and the only agency he named is the Transport Control Department.
