The short answer
Florida Statutes § 316.003(23), opened 21 October 2026, defines three classes at 20, 20, and 28 mph with a motor of less than 750 watts. Section 316.20655 requires no license, registration, or insurance. Helmets are under 16, in § 316.2065(3)(d). CS/SB 382 was vetoed.
The Florida e-bike rule is a bicycle rule with a watt ceiling. Florida Statutes § 316.003(23), opened 21 October 2026, defines an electric bicycle as a bicycle or tricycle with fully operable pedals, a seat or saddle, and an electric motor of less than 750 watts, in one of three classes. Class 1 assists only while the rider pedals and ceases at 20 mph. Class 2 may be used exclusively to propel the bicycle and ceases at 20 mph. Class 3 assists only while the rider pedals and ceases at 28 mph. Less than 750 is not 750. This is not legal advice.
The United States pillar is the federal test. The class chart is the vocabulary. The September map is the older desk note.

What this desk did not do
Section 316.20655, opened the same day, gives the electric bicycle the rights and duties of a bicycle and says it is not subject to financial responsibility, driver licenses, registration, or title. Subsection (7) names streets, highways, roadways, shoulders, bicycle lanes, and bicycle or multiuse paths. Subsection (8) lets a city set a minimum age and require a photo ID. The helmet is not in 316.20655. It is in § 316.2065(3)(d): under 16, a helmet that meets 16 CFR part 1203. CS/SB 382, the 10 mph bill, was vetoed on 25 June 2026. It is not this statute.

Orange County Set 10 mph. New Orleans Opened a Voucher. A Clip-On Said 3 Seconds.
Commissioners voted Tuesday, 29 September 2026. Sidewalks and shared paths are 10 mph. Roads, bike lanes, bike paths, and trails are 20. The Sentinel prints $100. That vote is not a $1,200 rebate, and it is not a motor you clip on.
