The short answer
A bicycle helmet sold in the U.S. must meet CPSC 16 CFR 1203. MIPS is a rotational extra, not a replacement for fit. Twelve jurisdictions require a helmet for every Class 3 rider, adults included — California among them. White front and red rear after dark are the national baseline. The motor does not repeal closing speed.
You can spend four thousand dollars on a motor and still be invisible at dusk. In the U.S., a bicycle helmet that is sold as a bicycle helmet must meet CPSC 16 CFR 1203. MIPS and similar slip-liner designs are extra rotational-impact features, not a substitute for fit. The helmet you will actually wear beats the aero shell under the desk.
Class 3 helmet rules are the ones people miss: California requires a helmet for every Class 3 rider; several other states require helmets for Class 3 regardless of age. Connecticut requires a helmet for every ebike rider, all classes. A white front light and red rear light after dark are standard road-bike rules nationwide, with local brightness and flash rules on top.
Pair a CPSC helmet with a bar light you can aim, a rear flasher that runs all day, and a bell. Then ride like the motor does not make you exempt from closing speed. It does not.

Do adults need a helmet on a Class 3 ebike?+
In California, yes — every Class 3 rider. Connecticut requires a helmet on every class. Other states vary. Under-16 is the common floor (Florida included).
Is a motorcycle helmet better on a Tuttio or Sur-Ron?+
For e-motos, a full-face off-road helmet is the right product. A bicycle CPSC lid is the legal minimum on Class 1–3 bikes, not on a 40 mph dirt bike.
