Best E-Bike Trails in Jacksonville

Jacksonville is huge and the good e-bike miles are not Downtown’s core. They are the Jacksonville-Baldwin Rail Trail, the S-Line Urban Greenway, Hanna Park, Nocatee Greenway just south, and — if the ordinance is still posted — Neptune Beach’s sand at ≤15 mph. Why Ride Here?

Baldwin is North Florida’s answer to Withlacoochee — a hardwood canopy, fewer tourists, a paved rail-trail you can actually temperature-manage in July. Neptune Beach is one of the few legal sand rides in the state. Nassau County posts 10 mph on county sidewalks and trails. Fort Clinch in Fernandina is the park-road extra.

Distance

Baldwin Rail Trail about 14.5–16 miles one way depending whose map you trust (Timucuan Parks vs city). S-Line is a city segment, not a century. Hanna Park loops are short. Nocatee is a suburban greenway you can make into a morning.

Surface

Baldwin: asphalt under trees, some root heave. S-Line: urban pavement and crossings. Hanna: park roads and beach-adjacent pavement. Neptune sand: only where the ordinance allows, packed at low tide, never dunes.

E-Bike Classes Allowed

State Class 1–3 as bicycles. Jacksonville: 10 mph on sidewalks and shared paths (city notice, 2026). Nassau County: Class 1/2/3 on county sidewalks and trails with a 10 mph cap. Neptune Beach Ordinance 2025-06: e-bikes on the beach if operated safely at ≤15 mph. Fort Clinch: park rules, helmet under 16. A 28 mph Class 3 hangtag is for the road, not the S-Line.

Difficulty

Baldwin is beginner-endurance. Urban S-Line is traffic and driveways. Sand at 15 mph is balance, not watts. Fort Clinch brick and tabby can be slick after rain.

Elevation

Coastal plain. Baldwin is rail-grade. No Clermont. No Alafia berms. Wind off the Atlantic is the climb.

Baldwin trailheads (Imeson and Baldwin ends). Hanna Park fee. Neptune / Atlantic street and beach ramps as posted. Fort Clinch state-park fee.

Charging

Nothing rustic. Jacksonville Beach / Neptune cafes, a hotel brick, or the car. Matched charger. Salt air eats cheap connectors — wipe them.

Food & Water

Baldwin town is limited; pack lunch for the rail-trail. Jacksonville Beach and Neptune have the post-ride. Hanna Park has concessions in season.

Best Time to Ride

October–May. Summer is heat plus 4 p.m. lightning on a tree-lined trail that still floods. After a nor’easter or hurricane, Baldwin closes for trees. Neptune sand is a low-tide, posted-sign ride.

What We Learned Riding It

10 mph on Jacksonville shared paths is the ticket they write. Baldwin is the reason to bring the bike to this city. Neptune Beach’s 15 mph sand rule is rare — do not export it to St. Pete Beach, where micromobility is banned. Salt plus a cheap display is a shop bill. Ride the canopy, not the interstate frontage.
