UL 2849, Chargers, and the Kit That Keeps a Pack from Becoming a Fire

NYC made certification law. The CPSC wants it federal. Charge with the matched brick.

The short answer

UL 2849 is the electrical-system certification for ebikes (bike + battery + charger as a system). UL 2271 covers removable packs. UL 2272 covers personal e-mobility like scooters. New York City already requires 2849/2271 to sell. California SB 1271 does too. Charge only with the matched charger — that is the kit that prevents most pack fires.

UL 2849 tests the ebike electrical system together: battery, charger, controller, wiring. UL 2271 tests the pack. UL 2272 is the scooter/hoverboard sibling. A bike that only advertises “UL 2271 battery” has a certified pack and an untested system. Look for 2849 on the bike.

New York City Local Law 39 (effective 16 September 2023) bans selling, leasing, or renting uncertified e-bikes (UL 2849), batteries (UL 2271), and scooters (UL 2272). UL Standards & Engagement, citing FDNY data, reported e-bike fire deaths in the city falling from 18 in 2023 to 6 in 2024 after the law. California tightened lithium-battery rules under SB 1271 as of 1 January 2026. New York State added red bilingual safety tags on micromobility charging cords effective 5 January 2026 (Department of State guidance, 19 November 2025 adoption).

Federally, the CPSC approved an NPR on lithium-ion batteries in micromobility products in June 2026 (Acting Chairman Peter A. Feldman statement 22 June; Federal Register proposed rule 24 June). It would require UL 2849-20 for ebikes, UL 2272-24 for scooters and similar, UL 2271-23 for user-replaceable packs, plus tamper-resistant enclosures, BMS over-temperature charge blocks, reverse-polarity protection, and conversion-kit coverage. Comment period ran through 24 August 2026. It is not a final mandatory standard until the Commission publishes one. Shop as if 2849 is already the floor.

The unsexy kit

Use the charger that shipped with the bike. Mismatched bricks are how apartments burn. Do not charge a swollen pack. Do not charge on a couch or under a bed. Bring the battery indoors in heat and in the cold — lithium sag and calendar aging both hate extremes. Store around 30–60% if the bike sits. A CPSC helmet (under 16 in many states, all Class 3 riders in California and a dozen others), a bar light a driver can see, and a rear flasher are still cheaper than an ER. The motor does not repeal closing speed.

Questions people ask

What is the difference between UL 2849 and UL 2271?+

2849 is the ebike system. 2271 is the battery pack. A bike can have a 2271 pack and still fail 2849 if the charger or controller is the wrong match. Buy the system.

Is UL 2849 federal law yet?+

Not as a final CPSC rule as of 20 September 2026. A proposal posted 24 June 2026. California and NYC already act as if it is required.

Does an e-moto need UL 2849?+

2849 is an ebike/bicycle-system mark. Many dirt bikes advertise a UL-certified cell or pack instead. That is not the same as a 2849 bicycle. Still use the matched charger.

Should I do these mods or repairs myself?+
